What WhatsApp Business API actually costs — by country, and what changes on 1 October 2026

Meta charges per message, and the rate depends on your customer's country, not yours. See the verified rates and what changes on 1 October 2026.

The gap between the least and the most expensive country in Meta's own rate card is 72×: the same message that costs $0.0008 to deliver in Colombia costs $0.0578 in Germany. Any answer to "what does the WhatsApp Business API cost" that does not start with a country is not an answer. This page gives the rates, a calculator, and an honest account of the one route that has no per-message fee at all.

All figures below are Meta's, in USD per delivered message, effective 1 July 2026, sourced from Meta's published rate cards. Last reviewed 4 August 2026.

How is WhatsApp Business API priced?

Meta bills per delivered message, not per conversation. Every message your business sends falls into one of four categories, and the category decides the price:

  • Marketing — promotions, offers, re-engagement, anything that sells. Always sent as an approved template. The most expensive category in every country.
  • Utility — order confirmations, delivery updates, appointment reminders, receipts. A template tied to a transaction the customer already agreed to. Cheaper than marketing.
  • Authentication — one-time passcodes and login codes. Priced separately, close to the utility rate in most markets.
  • Service — free-form replies you send inside the 24-hour window that opens when a customer messages you. Free today. That is the part that changes.

Two rules apply on top. You are never billed for messages customers send you — inbound is free, always. And the rate follows the customer's phone number, so a company in Germany messaging customers in Brazil pays the Brazilian rate.

What changes on 1 October 2026?

From 1 October 2026, service messages stop being free. Every free-form reply you send inside the 24-hour customer service window becomes a billed message.

Meta has stated that service messages will be charged at the utility rate for the destination country. Meta has not yet published the rate card that takes effect that day — that arrives on 1 September 2026. So the October figures on this page, including in the calculator, are an estimate derived from Meta's own statement, not a confirmed rate card. We will replace them with the published numbers on the day they appear.

Three details worth having straight, because they are widely misread:

  • There are no volume thresholds on service messages. Utility and authentication templates can unlock volume-tier discounts; a service reply is billed from the first one.
  • The 72-hour free entry-point window survives. A conversation that starts from a Click-to-WhatsApp ad still opens a free window — that is unchanged by the October update, and it is the single largest exemption most businesses have.
  • Inbound stays free. You are billed for what you send, not for what you receive, before and after October.

The practical effect is that a support conversation, which today costs nothing after the customer writes first, starts carrying a per-reply cost. Teams whose WhatsApp is mostly answering people are the ones whose bill changes shape — not the ones running campaigns, who were already paying.

Meta charges nothing per message on a QR-linked number — you pay only the WASync subscription, €15/month per connection. It cannot do everything the official API can; the trade-offs are set out below.

Assumptions: every message is delivered and billed individually; utility templates are counted at the full rate, though Meta currently does not charge for a utility template sent inside an open customer service window; volume-tier discounts on utility and authentication templates are not applied; the 72-hour free window opened by a Click-to-WhatsApp ad is not applied. Meta bills in USD and sets the rates; WASync bills its own subscription in EUR. Treat the output as an order of magnitude, not an invoice.

Three ways to pay less

1. Send the right category. Marketing is the most expensive category in every market; utility is materially cheaper. A shipping update, an appointment reminder or a payment receipt is a genuine utility message and should be sent as one. This is not a loophole — it is Meta's own classification, and misclassifying a promotion as utility gets templates rejected or the category corrected on you. The saving is real only where the message really is transactional.

2. Reply while the window is open, and consolidate. Until 1 October 2026, free-form replies inside the 24-hour window cost nothing, so there is a real argument for handling a conversation in one sitting rather than letting it lapse and restarting it with a paid template. After October the incentive inverts slightly: each reply is billed, so the cost of a chatty auto-responder that sends five messages where one would do becomes visible. Conversations opened by a Click-to-WhatsApp ad keep their free 72-hour window.

3. Ask whether you need the official API at all. This is the answer most providers skip, and it is the honest one: a QR-linked WhatsApp connection has no Meta per-message fee. None — not for marketing, not for utility, not for service replies, before or after October. You pay the WASync subscription of €15/month per connection and nothing else. For a support team that mainly answers customers who write first, that is the whole bill.

That is a real option, not a rhetorical one. It is also not a universal replacement, and the next section says exactly why.

What can't a QR connection do?

A QR connection links the number you already use, the same way WhatsApp Web does. The limits are hard ones:

  • No approved templates, so no supported way to message someone who has not written to you first. Proactive campaigns are the official API's job.
  • Not built for bulk sending. High-volume unsolicited messaging from a QR-linked number risks the number being restricted — that is WhatsApp's policy on any unofficial channel, not a WASync limitation.
  • No verified business profile, no green checkmark, no @username. Those exist only on the official API.
  • It depends on a real phone and a real SIM. The session lives on a linked device and can occasionally need re-scanning.
  • No Click-to-WhatsApp ad attribution, no WhatsApp calling in the CRM, none of the platform features Meta ships only on the Cloud API.

So the choice is not "cheap versus expensive". It is: if you need to start conversations, run campaigns, or carry an officially verified identity, the Business API is what that costs, and it is worth it. Is WhatsApp Business API free?

The API access is free; the messages are not. Meta charges per delivered message, by category and by the customer's country — from $0.0008 in Colombia to $0.0578 in Germany at the utility rate effective 1 July 2026. You also pay whichever provider connects the API to your CRM.

Do I pay for messages customers send me?

No. Inbound messages are free and always have been. Meta bills only messages your business sends. This does not change on 1 October 2026.

What is a service message?

A free-form message you send inside the 24-hour window that opens when a customer messages you — a normal reply, not a template. Service messages are free today. From 1 October 2026 they are billed, at the utility rate for the customer's country.

Will my costs go up in October 2026?

If your team replies to inbound conversations, yes — replies that are free today become billed messages. If you mainly send marketing and utility templates, your bill barely moves, because those were already charged. The calculator above shows both figures side by side for your own volume.

Can I use WhatsApp with a CRM without paying Meta per message?

Yes. A QR-linked connection carries no Meta per-message fee at all, and works with Bitrix24 through Open Lines and the CRM widget for a flat €15/month per connection. The trade-off is real: no approved templates, no proactive messaging to people who have not written first, and no verified business profile.

Which is cheaper for my business, QR or the official API?

It depends entirely on direction of travel. Inbound-heavy support: a QR connection has no per-message fee, so the flat subscription is the whole cost. Outbound campaigns, notifications or authentication codes: you need approved templates, which means the official API, and Meta's per-message rates apply on top of the subscription.
